Does it keep the animation?
Yes, in Chrome, Edge, Firefox and other browsers that can decode animated WebP frame by frame. Where a browser can’t, you get the first frame.
Why does the GIF look grainier?
GIF has at most 256 colours per frame, while WebP has millions, so detailed or photographic frames lose some smoothness.
